In the Soviet Union the access to Western culture was restricted.
People studied languages but people did not know languages.
Knowing languages was strongly dissuaded.
The USSR was a ghetto.
Now, China is a ghetto.
Now they try to dissuade Russians from studying Chinese(but the Russian elite avidly studies it -
I think not because of its immense cultural riches though due to it also, but because of money -
they want to make money in China - but 'the population' is not to know Chinese)
The same in America. Propaganda works against China.
They would like to have the world strictly divided into compartments, zones, ghetto
with varying levels of access. With one-sided traffic.
In America, the access to education is controlled by money.
They don't have free universities as in Germany.
In knowledge-based society, knowledge is a privilege.
Western internet e-books are mainly costly.
Russian internet still is much more free, but there are still
too little translations of Western works. You have to seek the important titles
of the last 30 years in the Western internet where it's very difficult
to find them free.
