4. The owner of the garden plot (very often) is Croesus in disguise. In addition, this Croesus is surrounded by absolutely honest people who use every common copeck for the good of the common goals. Therefore, payments should be squeezed out of this Croesus by any means (preferably in any amount; especially since the path to perfection is endless and very expensive).
Features of a significant number of real owners of garden plots.
1. The general fullness with a variety of problems, a general none-prosperity, ill-being, does not allow many owners of garden plots to be like exemplary German Bauers. Appeals ("fix the fence!") And regrets ("why...?") do not play any role in the real social environment and are pure propaganda.
2. The detailed regulation of life has (almost) no useful results - except for irritation, bitterness, evasion.

The standard owner of the garden plot (for the most part) is not Croesus in disguise (hiding money in chests from the governing bodies of the association like the Miserly Knight from the little tragedy of Alexander Pushkin), and all efforts to squeeze more and more money out of the owners lead only to an increase in debt and to general unhappiness, to the none-prosperity. Perhaps, from the garden plots, someone has the hope of making huge latifundia and rooting real Croesuses on these latifundia, for whom the payment of any "obligatory" payments will not be any problem? - somehow it"s hard to believe in such an option ... for many reasons ... The policy of "detailing the rules", "legalization of country life", "squeezing out money with increasing force" contributes to the transfer of property from the ownership of relatively prosperous (until 1991) layers to other hands .
