  On January 28, 2022, The State Council Information Office of the People's Republic of China published a document ("a white paper") titled "China's Space Program: A 2021 Perspective". Some provisions of this document relate to 2030. Thus, tentatively, we are talking about a plan for the period 2022-2030.
  
  I do not undertake at the moment to carry out a comprehensive analysis of this document ... (If, only, for to write a doctoral dissertation for someone ... ... Or a report for some heavily funded from the state budget, scientific institute with 150 employees ... (Some) Radio stations - they do not ask - when using (some) of my content; they "implement" it in "real time"...).
  
  What did I like about this published document, for example?
  
  The document has section 7. Promoting Space Education and Culture:
  
  "China will continue to hold events to celebrate its Space Day, promote education on space knowledge and culture during World Space Week and National Science and Technology Week, and through Tiangong Classroom and other platforms, and promote the culture and spirit embodied in the development of the atomic and hydrogen bombs, missiles, man-made satellites, manned spaceflight, lunar probes and the BeiDou Navigation Satellite System in the new era. The goal is to inspire the nation, especially the young people, to develop an interest in science, to create and explore the unknown, and to increase scientific knowledge among the general public.
  
  China will protect its major space heritage and build more space museums and experience parks to popularize space science and provide education. It will encourage the creation of space-related literary and art works to promote space culture."
  
  I liked the mentions of "museums", of "literary and art works", of "space culture"...
  
  I am turning to the question of the Lunar space station.
  
  Why is this question of interest to me?
  
  The creation of a permanently operating, permanently inhabited station in low Earth orbit is one of the outstanding, unique achievements of the East-Republican civilization, which actively manifested itself in space exploration in the USSR from 1946 to 1964 (and, to some extent, in a residual mode, to the 90s of the 20th century). Naturally, the existence of a relatively independent East-Republican civilization was not officially recognized; moreover, anticipatory historical repainting was carried out through the exaltation of historical events of medium scale and through the concealment of the most important historical processes (in the style and spirit of Karamzin's "History").
  
  When the question of terminating the operation of the ISS was transferred to the practical plane, the idea of creating a new space station was put forward - but not permanent, but periodically visited. However, this idea looked weak. The ISS exists and operates. And whether a periodically visited space station will actually be created - it"s a question.
  
  To "help" the idea of creating a periodically visited space station, the idea of creating a lunar space station was formulated and published.
  
  What kind of station it will be (if it will be created) - there is no clarity on this issue.
  
  But what gives solidity to this idea is that this station should be created in cooperation with China.
  
  An image is created in the mind of the average Russial citizen: a huge and powerful China is creating a lunar station. Russia is cooperating. She wins. She has a benefit.
  
  How is this theme - the theme of the lunar space station - given in the document "China's Space Program: A 2021 Perspective"?
  
  One essential provision is placed in Section II, two essential provisions are placed in Section IV.

  In the next five years, China will continue with lunar and planetary exploration.

  China launched the international lunar research station project together with Russia, and initiated the Sino-Russian Joint Data Center for Lunar and Deep-space Exploration.

  China will advance cooperation on the international lunar research station project. It welcomes international partners to participate in the research and construction of the station at any stage and level of the mission. (...)".
  
  We see here a quite reasonable and justified position: China invites international partners to participate in the research and construction of the station at any stage and level of the mission.
  
  If the average Russial citizen hopes that Russia will occupy some exclusive place in the creation of the Lunar Space Station, then this citizen should take care that Russia has some advantages over other countries.
  
  And what are the advantages of Russia? China independently launches manned spacecraft into low Earth orbit, independently successfully creates (already created) a permanently manned space station in low Earth orbit.
  
  Maybe there are any advantages in finance (in volume of financing) or in something else?
  
  "China has conducted space product and technology cooperation with countries including Russia, Ukraine, Belarus, Argentina, Pakistan, and Nigeria."...
  
  The document entitled "China's Space Program: A 2021 Perspective" certainly deserves attention and more thorough analysis.
