Today I remembered General Bulgakov (Deputy Minister of Defense).
But not in connection with modern events, but in connection with the events on the Bureya River in 2018-2019.
On this river, on the Bureya reservoir, in the final weeks of 2018, a spontaneous dam was discovered by a local resident (and with the help of satellite images).
The river water above (upstream) the dam accumulated. This threatened to flood almost the entire Verkhne-Bureinsky district of the Khabarovsk Krai, a number of strategic facilities.
Russia and Russian residents are no strangers to emergencies.
But the situation had a specific (particular) future.
300 kilometers downstream - the territory of China.
As the experience of a relatively recent breakthrough of accumulated water in the mountains of India has shown (and a similar case took place in China), a wave can travel a distance of 300 kilometers. With this scenario, the situation would resemble the Chernobyl disaster (1986), when the problem acquired an international character.
I began posting materials in favor of taking decisive and vigorous action.
The fifth column (or someone else) nominated one speaker, another.
Someone should be the information curator of the situation?
As a result, after the selection, there was a "scientific" figure. This figure, depending on the stage of development of the situation, put forward different theses.
At the stage before the start of work, the thesis was put forward that the place of events is located in a distant taiga, that it is almost impossible to deliver equipment there and start work there, and the dam itself will be a very "reliable" structure, that will last an indefinitely long time, the river water will peacefully overflow through dam crest.
At the stage after the start of work, the figure constantly emphasized the danger of a "new landslide". Any reader and listener could conclude that the command of the groupment puts military personnel and civilian personnel in a position of unacceptable risk, that work must be stopped immediately.
After the successful creation of the canal in the dam, the "scientific" figure argued that the canal would become clogged (with debris, trees, ice, etc.), that water would accumulate in front of the dam, that future flooding of the area upstream the dam was inevitable.
All the main predictions of this "scientific" figure did not come true.
The dam was washed away and continues to be washed away. Several years have passed. There is no information that the dam (its remains) become a factor in the flooding of territories - such information does not appear.
The fifth column (or someone else) decided to show their omnipotence - much like with the launch of a film crew [kino-crew] into space (costing about 100 million US dollars).
Through a certain tourist "society" an initiative was put forward to reward the "figure" with a departmental medal. Because he "explained everything".
Is it funny?
And even earlier, after the successful completion of work on the creation of a canal in the dam, 300 participants in the work were awarded a departmental medal.
The work was carried out - they were super-dangerous. During the winter cold (minus 40-30 degrees Celsius), with a strong winter wind, a variety of engineering operations were carried out.
My attention was drawn to the excellent organization of work, the perfect supply for military personnel and civil participants, the high morale and positive mood, the emotional upsurge of the participants.
I remember footage - at the work site, at the place of events, in a 40-30 degree cold, bending becouse of a strong wind, generals are walking - inspecting the plase [site] of works. Ahead - Bulgakov.
This, the most dangerous, work was successful. Moreover, according to indirect data, one can come to the conclusion that none of their participants died during these works.
Approximately 300 participants received the departmental medal of the Ministry of Defense of the Russian Federation.
However, nothing is heard about the awarding of state awards.
Among those who participated in the work are (1) Sergey Furgal (no comment), (2) Vladimir Markin, who provided tremendous informational assistance (already after the start of works), who at that time became one of the top managers of RusHydro (died), (3) General Bulgakov (resigned from the post of Deputy Minister of Defense) ...
About awarding a "scientific" figure with a departmental medal - I came across such a detail. The initiative was through the line of the tourist "society". Why didn't the leaders of this society reward a "scientific" figure?
According to the materials I found, "the hands of a clock" were redirected to Bulgakov - as I understand it, it was his signature that stood under the order to award a departmental medal to a "scientific" figure.

I am not one of the favorite figures of the fifth column (or anyone else of such type), so this book has not yet been published. (It is hosted on the Internet in my library).
To publish it at my own expense?.. In July 2019, the Russian Federation deprived me of the ownership of my real estate object. But I do not lose hope for the intervention of the Government of the Russian Federation, for the protection and restoration of my rights, - let in April 2022 I sent a statement to the Government of the Russian Federation (by e-mail) and have not received a response so far.
However, it seems to me that the book БУРЕЙСКИЙ ДНЕВНИК BUREYA JOURNAL deserves publication.
