There is an element of a fear, of a horror in the "eastern" political culture in relation to an impeachment.
Fear, horror is generated by the fundamental position, which after a many centuries became an element of a public political consciousness: "... For there is no power but of God: the powers that be are ordained of God. "(Romans 13:1).
However, reading the Bible gives you the opportunity to familiarize yourself with other provisions concerning the question of power, for example: "And the devil, taking him up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time. And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it. If thou therefore wilt worship me, all shall be thine." (Luke 4:5-7).
Taking into account the various provisions of the Bible, the procedure of impeachment does not look like a kind of "attack" on power, but as a check of power, as a test of the political situation.
Turning to history, we can see the American president, Andrew Johnson, with whose name two of a number of the most significant American achievements are associated - the actual completion of the construction of the First Transcontinental Railroad (1869) and the acquisition of Alaska (1867).
At the same time, the impeachment proceedings were initiated against him. However, the vote did not draw the two-thirds majority required for a conviction (March 1868).
It follows from this historical example that the very fact of the beginning of the impeachment procedure may not be at all related to historical achievements, that the impeachment procedure is a form of political life, political existence.
If we are distracted from a specific personalities and reflect on the political system as a whole, we can suggest that the periodic activation of the impeachment procedure does not indicate the shortcomings of the political system, but rather contributes to its success and resilience.
However, the impeachment procedure is a very stress-generating procedure.
Another hypothesis also has the right to exist that, due to the high level of stress inherent in the impeachment procedure, there will be tendency to establish a rule under which a period in a most higher state position will be limited to only one term of office.
In a comprehensive examination of the provisions of the Bible, we can assume that the mechanism of impeachment is an element of Checks and Balances.
The very beginning of the impeachment procedure does not indicate some a historical success or does not indicate some a failure.
Due to the high stress level of the impeachment procedure, attempts will probably be made to introduce a 'one-term' rule.
In a more general sense, the ability of the political system to actively use the impeachment procedure means the relatively greater successfulness of such a state system in a strategic historical perspective.
