1. The tasks of this essay.
A year has passed since the elections in Belarus.
Both the elections in Belarus and other elections encourage an analysis of the mechanisms of modern elections.
In this essay, we are going to:
(a) formulate the difference between the actual expression of the will of voters and the programming of electoral results,
(b) formulate the concept of critical (culminating) points of the electoral process,
(c) to characterize some critical (culminating) points of the electoral process.
First of all, we note an important circumstance. There is a real expression of the will of the voters and there is a programming of electoral results.
For effective programming of electoral results (or opposition to it), it is important to understand the meaning of the (culminating) points of the electoral process.
2. The first three critical (culminating) points of the electoral process.
2.1. The first critical (culminating) point of the electoral process.
The first critical (culminating) point of the electoral process is the announcement of the so-called informal election results. These results are created by polls at the exits from polling stations and by other methods.
In favour of programming mechanism, the first guidelines are formed, at this moment.
2.2. The second critical (culminating) point of the electoral process.
The second critical (culminating) point of the electoral process is the information (mainly through the media) at the international and national levels about the first (formal) results of the elections.
The first and second points have a huge consolidating and orienting value.
All those who disagree with the process of programming the election results find themselves in a kind of opposition. Their situation from the moral and other points of view is very unpleasant and vulnerable. For example, they do not have important information support for challenging in court. Supporters of programming find themselves in the ranks of a trend (current) which close to winning.
2.3. The third critical (culminating) point of the electoral process
The third critical (culminating) point of the electoral process is the announcement of the results of voting at the national level.
Let's assume that the announced voting results seem unreliable to many participants in the electoral process (and citizens in general). But who will challenge these results and how? The consolidated apparatus is acting against supporters of the court trials.
In addition, dissenters feel a certain uncertainty. They do not agree with the announced results and are ready to challenge them. But, at the same time, they are inclined to preserve the stability of the state system, which encourages them to refuse to challenge and to refuse to start court trials.
3. The elections in Belarus in August 2020 and some additional critical (culminating) points of the electoral process.
The peculiarity of the elections in Belarus in August 2020 was that the de facto contesting of the official results was started even before the start of the elections - huge queues of people supporting opposition candidates spoke about the real mood of the voters.
Mass actions after the elections were a form of challenging the officially announced (programmed) election results.
The obvious mass violence against peaceful demonstrators, the international recognition-the non-recognition of the official election results, the international support of the Belarusian people, the support that has a huge historical significance for Europe, for the Western world and for all mankind - all these events have gone down in history.
An important fact was the refusal of the opposition candidate from the inauguration.
In general, the elections in Belarus in August 2020 are the one of most important and one of the most interesting events in political history. They encourage memories, analysis, and learning lessons.
