In 2021, in Russia, already took place, at least, two top-level meetings on cosmic development.
The first one was on April 12, 2021, the second was on September 29, 2021.
We do not have transcripts of these meetings.
Accordingly, we can express only a personal opinion about these meetings - the most general impressions that do not claim to be one hundred percent accurate.
As the interested citizens, who do not have access to the meeting transcripts might assume, these meetings did not or almost did not touch upon the topic of financing the Russial space industry. In any case, such an impression is created by publicly available sources of information. Perhaps this impression is superficial.
We can assume, one of the possible main topics of the first meeting (April 12, 2021) was the termination of the functioning of a permanently inhabited space station in near-earth orbit.
In our opinion, one of the main topics of the second meeting (September 29, 2021) was the possible termination ofRussia's programs related to manned deep space exploration (manned flights to the Moon, Mars, the exploitation of resources of the Moon).
The interruption (1) of functioning permanently inhabited space station in near-earth orbit and (2) of continuation of programs related to manned deep space exploration will provide huge savings in financial costs for the maintenance and development of the Russial space industry. With this hypothetical option, the following options remain: (a) unmanned cosmonautics, (b) periodical space flights with a crew to near-earth orbit. Perhaps such activities are relatively inexpensive, and, moreover, they are capable of generating certain income.
The strategic task of modern Russial space policy is to take measures to maximize the saving of financial costs for the maintenance and development of the Russial space industry.
This task is partly connected with the general economic and financial situation, and partly with a realistic view of the creative potential of those figures who occupy the most influential positions in the Russial space sector.
At this historical stage, the above-mentioned strategic task appears in a modified (transformed) version: how to ensure maximum financial savings with a minimum of damage to political reputation and to public image?
This is a difficult question, the search for an answer to which requires "fine tuning".
This is our personal most general view of the two meetings and of contemporary Russial space policy.
